1. Objectives/Teaching method

    You will study the fundamentals of designing a low-carbon society, including;
    -the science of climate change, such as climate change and its cause, its impacts, global CO2 emissions, future socio-economic scenarios and emission
    projections, science and policy interface,
    -political processes of building international climate regime,
    -corporate, local and national climate actions,
    -carbon accounting and carbon management, and
    -emissions trading and other policy instruments, and keypoints for designing these instruments.

    Introduce the outline and schedule of the lecture course, and discuss key aspects of global environmental issues, economic and social factors that have caused these serious challenges, and actions by Governments, businesses and citizens that will be required to provide solutions to the problem.

    #2 地球環境問題の相互関連/Global environmental issues and sustainable development
    Relationship between climate change and sustianable development will be discussed in the context of developing coutnries in Asia-Paciic.

    #3 気候変動問題の科学的基礎/Scientific basis for climate change
    Scientific basis for climate change, its mechanisms, current status, impact, etc. are presented based on IPCC Assessment Reports and other materials.

    #4 地球温暖化問題とサイエンス(1)/Climate cahnge issue and science 1
    How scientific findings are to be used in the policy-making process is discussed. The role of IPCC is discussed as a platform of interaction between scientists and decision-makers.

    #5 気候変動問題とサイエンス(2)/Climate cahnge issue and science 2
    世界の温室効果ガス排出構造、及びIPCC SRESシナリオ群を例に社会の選択とそれが有する将来予測排出量・気温上昇にとっての意味合いについて論ずる。
    Review the structure of global GHG emissions and IPCC SRES scenarios, and discuss how different scenarios on future socio-economic development constructed and used in relevant scenario analysis would determine projections of future GHG emissions and surface temperature rise.

    #6 気候変動国際レジーム形成過程(1)/Political processes of building international climate regime 1
    Review processes of negotiating the Kyoto Protocol, the role played by major actors, and important provisions of the Protocol, and discuss experiences and lessons learned from these processes.

    #7 国内政策措置論(排出権取引制度、CDMなど)/Emissions trading and other policy instruments
    Emissions trading and other policy instruments, and keypoints for designing these instruments.

    #8 気候変動国際レジーム形成過程(2)/Political processes of building international climate regime 2
    Review processes of negotiating the implementing rules of the Kyoto Protocol, the role played by major actors, and important provisions of the Bonn Agreement and the Marrakech Accord, and discuss experiences and lessons learned from these processes.

    #9 低炭素社会に向けた内外の取組動向(企業)/Trends of efforts made by the private sectors for realizing a low carbon economy:
    The lecture focuses on efforts being made and challenge faced by the private sectors in Japan and the world.

    #10 低炭素社会に向けた内外の取組動向(自治体)/Strategies of local governments toward low carbon cities
    Show the challenges of ICLEI member cities and others in Japan and world

    #11 低炭素社会に向けた内外の取組動向/Designing Low-Carbon Societies(National climate actions)
    Discussing most recent national climate policies and actions, and their challenges

    #12 排出量の把握・可視化と自己管理/Accounting, visualization and management of emissions
    Accounting, visualization and management are basis for effective measures to reduce GHGs, for regulated entities and also for unregulated individuals.

    #13 総括/Conclusion
    Discuss implications of the change that will be required for a transition to a sustainable low-carbon society, including its opportunities and challenges.

    This course is conducted mainly in English with epexegeses in Japanese.
