1. 主題と目標/授業の手法など

    The State is the guardian for the its people, to a certain extent. However, historically speaking, the state is not always at its best in its role in order to secure a life that is “worth living” for its people (Human Security, 2003). The course is to call the attention to the relationship between the state and individuals and the risks that come along.

    Approach employed for the Course:
    - Examination of existing body of literature on human security and the role of State
    - Classroom Discussion
    - Case Study


2. 教材・参考文献

    There are many essays and books that need to be covered. Among them are, UN Commission on Human Security, "Human Security Now" (PDF), Amartya Sen, Development as Freedom, and Umegaki et. al eds., Human Insecurity in East Asia, Chambers, Whose reality counts, Poggi, The Development of Modern State, There are more of course, but we suggest further readings at the orientation meeting (the first week of the semester.)

    第1回 Course Orientation

    I will briefly introduce the purposes and mechanism of the course. We
    will also 
    give the “must” readings for you to consider throughout
    the semester. 

    第2回 Agent Orange: Re-examine State vs. Individual Relationship (担当:Vu Le Thao Chi)
    The State vs. Individual (Citizens) relationship is to be examined
    via the use of Agent Orange (defoliants) by the U.S in its pursuit of
    National Security.

    第3回 Human Security: An Introduction(担当:Michio Umegaki )
    Human Security: Discussion of the beginnings and changing conceptions
    of human security. This will be followed by the elaboration on what
    the key conceptual as well as policy issues involved in the “human
    security” research. 

    第4回 Risk: State and the Individual - 1(担当: Vu Le Thao Chi)
    The state as the provider of Security service to its citizens

    第5回 Risk: State and the Individual - 2(担当: Vu Le Thao Chi)
    Insurance as the mechanism of the individuals to transfer the risk

    第6回 Health: The Human Security Case 1 (担当: Vu Le Thao Chi)
    Health and Health Insurances as an illustration to examine the
    relationship between the State and Individuals

    第7回 Safe Street: The Human Security Case 2 (担当:Vu Le Thao Chi)
    Gun Control as an illustration to examine the relationship between
    the State and Individuals

    第8回 Safe Street in Mexico: Human Security Case 3 (担当:Vu Le Thao Chi)
    How Mexican government has dealt with raging drug issue and its
    impacts on Local people

4. 提出課題・試験・成績評価の方法など

    Grade Evaluation is based on:
    - Attendance
    - Class Participation
    - A Presentation ( 10-minute presentation of a “research proposal”. The topic is "re"-presentation of your research topic from Human Security framework. This presentation serves as the discussion material for the rounds of a round-table discussion)
    -An 8~10-page paper, textual presentation of the proposal.
