低炭素社会設計論 (厳 網林加藤 真小林 光ショウ, ラジブ松尾 直樹

1. 主題と目標/授業の手法など

    地球温暖化問題に焦点を当て、科学と社会的な意志決定・行動の両面から以下の諸点に関し基礎を学び、低炭素社会の構築に向けて重要な基本的視点を獲得する。

    1.気候変動問題の科学的基礎:地球温暖化のメカニズム、影響、気候科学と社会の意思決定、世界の温室効果ガス排出構造、将来社会経済シナリオと排出・気温上昇予測

    2.アジアにおける気候変動と開発:経済・社会開発と貧困撲滅が優先課題であるアジアの途上国における気候変動政策の開発への統合(概論および中国・インドネシアの事例)

    3.気候変動国際レジーム形成過程、および気候変動将来レジーム形成の現状と課題

    4.排出権取引制度などの各種政策手法の特徴と,それら制度の設計のキーポイント

    5.低炭素社会に向けた内外の取組動向:国、自治体および企業の役割と取組

    6.排出量の把握・可視化と自己管理:カーボン・フットプリント、カーボン・オフセットやカーボン・マネジメントのシステムデザインとその課題

    You will study the fundamental knowledge, both in terms of science and policies necessary to understand key issues involved in, and approaches to designing a low-carbon society, including;

    -Scientific understanding of climate change, its impacts, science and policy interface, global greenhouse gas emissions and their future projections based on different socio-economic scenarios,

    -Integration of climate change policies into development in developing countries in Asia,

    -Political processes of building international regime to tackle climate change, current negotiations on post-2012 climate regime and their challenges,

    -Key considerations in designing emissions trading and other important policy instruments -Corporate, local and national climate actions, and

    -Carbon accounting and carbon management.

3. 授業計画

    第1回 Introduction
    Introduce the outline and schedule of the lecture course, and discuss
    key aspects of global environmental issues, economic and social
    factors that have caused these serious challenges, and actions by
    Governments, businesses and citizens that will be required to provide
    solutions to the problem.

    第2回 【塾内限定公開】UNFCCC and Kyoto Protocol
    Review processes of negotiating the Kyoto Protocol, its implementing
    rules, the role played by major actors, and important provisions of
    the Protocol, the Bonn Agreement and the Marrakech Accords, and
    discuss experiences and lessons learned from these processes.

    第3回 【塾内限定公開】Domestic regulation and its development in accordance with international framework
    This week discusses the impacts of international resume on domestic
    environmental regulations and the development.

    第4回 Scientific basis for climate change (1) 
    Modeling is a very strong tool for projecting (not predicting) the future “scenarios”. The lecture shows how the modeling exercises can contribute to the decision making to tackle the climate change issue from various aspects.

    第5回 Trends in Climate Change Mitigation and Adaption
    New movements in Academy and Industry on Climate Change.

    第6回 【塾内限定公開】Trends of efforts made by the private sectors for realizing a low carbon economy
    The lecture focuses on efforts being made and challenge faced by
    private sectors in Japan and the world.

    第7回 【塾内限定公開】Eco-friendly Town development
    Examples of Environmental policy and action in Fujisawa City.

    第8回 Climate change issue and science
    Scientific basis for climate change, its mechanisms, current status, impact, etc. are presented based on IPCC Assessment Reports and other materials.

    第9回 Climate cahnge issue and science (2)
    How scientific findings are to be used in the policy-making process is discussed. The role of IPCC is discussed as a platform of interaction between scientists and decision-makers.

    第10回 Trends of efforts made by local governments for realizing a low carbon economy
    The lecture focuses on efforts being made and challenge faced by
    local governments in Japan and the world.

    第11回 Domestic policies and measures
    From governmental point of view, how to design its policies and measures (PaMs) is the key. Theoretical aspects as well as good practices of PaMs are discusses.

    第12回 Energy efficiency improvement by the private sector
    Energy efficiency improvement plays the leading role to mitigate climate change. The lecture focuses on industrial and commercial sectors’ energy efficiency improvement and how to promote them.

    第13回 Preliminary Conclusion(担当:厳網林/ Wanglin YAN)
    Discuss implications of the change that will be required for a
    transition to a sustainable low-carbon society, including its
    opportunities and challenges.

    第14回 Toward the Future: Challenge of sustainable development and climate change in developing countries in Asia and the Pacific
    Relationship between climate change and sustianable development will
    be discussed in the context of developing coutnries in Asia-Paciic.


4. 提出課題・試験・成績評価の方法など

    授業は原則として英語で行い、適宜日本語で補足する。成績評価は出席、中間課題及び期末課題による。

    This course is conducted mainly in English with supplementary explanation in Japanese as appropriate. Performance evaluation will be made based on class participation, mid-term assignments and a term paper.
