1. 主題と目標/授業の手法など

    The State is the guardian for the its people, to a certain extent. However, historically speaking, the state is not always at its best in its role in order to secure a life that is “worth living” for its people (Human Security, 2003). The course is to call the attention to the relationship between the state and individuals and the risks that come along.
    Approach employed for the Course:
    - Examination of existing body of literature on human security and the role of State
    - Classroom Discussion
    - Case Study


2. 教材・参考文献

    There are many essays and books that need to be covered. Among them are, UN Commission on Human Security, "Human Security Now" (PDF), Amartya Sen, Development as Freedom, and Umegaki et. al eds., Human Insecurity in East Asia, Chambers, Whose reality counts, Poggi, The Development of Modern State, There are more of course, but we suggest further readings at the orientation meeting (the first week of the semester.)


3. 授業計画

    第1回 Course Orientation(担当:Vu Le Thao Chi)
    I will briefly introduce the purposes and mechanism of the course. We
    will also give the “must” readings for you to consider throughout t
    the semester. 

    第2回 Human Security: An Introduction (担当:Michio Umegaki)
    Human Security: Discussion of the beginnings and changing conceptions
    of human security. This will be followed by the elaboration on what
    the key conceptual as well as policy issues involved in the “human
    security” research.

    第3回 Risks and Policy Management (担当:Vu Le Thao Chi)
    The very basic relationship between the modern state and the
    individuals lie in a “contract” between the two, where the latter
    covers the cost of services (policies) that the state prepares. We
    examine how such a modern contract can help promote human security.

    第4回 Risk and Human Security: Worry Society(担当: Vu Le Thao Chi)
    The very basic relationship between the modern state and the
    individuals lie in a “contract” between the two, where
    the latter covers the cost of services (policies- the act of
    designing choices ) that the state prepares. We examine how
    such a modern contract can help promote choice-making for
    the people and possible risks involved in the process.

    The relationship between State and the Individual is
    re-examined in the area of Education to highlight how
    a well-intended policy (does not) affect lives of targeted
    individuals.
    Case in Point: Laos

    第8回 Risks vs. Human Security 3: Gun Control (担当:Vu Le Thao Chi)
    The relationship between State and the Individual is
    re-examined in the area of Security, particularly the issue
    of Gun Control to illustrate how a policy can shape
    choice-making for individuals and risks that may follow.
    Two comparative cases include gun-control policy in Japan
    and that in the U.S

    第9回 Risks vs. Human Security 4: The use of Agent Orange during Vietnam War (1963-1971)(担当:Vu Le Thao Chi)
    The State vs. Individual (Citizens) relationship is to be
    examined via the use of Agent Orange (defoliants) by the U.S
    in its pursuitof National Security.

    第11回 Grouping Individuals: Political Construct of Individuals(担当:Vu Le Thao Chi)
    Who are we? Who are they? and how does that affect our
    living in both choices and risks?

4. 提出課題・試験・成績評価の方法など

    Grade Evaluation is based on
    - Class Attendance
    - Class Participation
    - Graduate students: an essay of 2000~3000 words, using Human Security Approach or Risk Management learned from the Course to re-examine his/her individual research topic.
    - Undergraduates: 1) Group Poster plus. 2) an essay of 1500~2000 words examining specifically the base for Human Security and Risk
